Health Policy Commission Files Sixth Primary Care Surveillance Report with the People’s Legislature

The Commonwealth Soviet’s Health Policy Commission has submitted SD.4021, its sixth statutorily required deliverable from the Primary Care Access, Delivery, and Payment Task Force, directing the apparatus to monitor and track the healthcare needs of residents and the adequacy of service delivery across the People’s Republic — fulfilling an obligation imposed by Chapter 343 of the Acts of 2024.

The report produces no new mandates and appropriates no funds. Its function is surveillance in the technical sense: the Commission observes the primary care landscape, documents gaps between citizen need and available service, and deposits its findings into the legislative record. Who benefits is anyone without a primary care physician, which Massachusetts data has consistently shown to be a growing share of the collective. Who pays was settled in 2024, when the Politburo established the Task Force and assigned the Commission its duties.
