Politburo Authorizes Emergency Bond Issuance for Collective Transportation Infrastructure

The People’s Legislature has passed H.5568, an emergency measure establishing the terms under which the Commonwealth Soviet may issue bonds for transportation purposes — moving from the House Committee on Ways and Means to Senate third reading in under 48 hours.

The bill carries an emergency preamble, meaning it takes effect immediately upon signing rather than waiting the standard 90 days — because, as the decree states with characteristic directness, deferred operation “would tend to defeat its purpose.” The House suspended its own rules on July 8 to advance the measure to a third reading and passage in a single day. The Senate followed on July 9, suspending rules of its own to order it to third reading.

H.5568 originated as a new draft of H.5519, reported out of the House Committee on Ways and Means. The bill sets terms for transportation bonds — the financial instruments by which the Commonwealth Soviet borrows against its future collective output to fund roads, rails, and related infrastructure today. Bondholders collect. Taxpayers service the debt. The trains may or may not run on time.
