Politburo Authorizes Municipalities to Permit Extended Drinking Hours and Open-Air Alcohol Consumption This Summer

The People’s Legislature has passed H.5478, an emergency measure allowing municipalities to voluntarily extend liquor license hours and designate outdoor districts where the public may openly consume alcohol during the summer of 2026.

The decree was advanced by Commissar Thomas P. Walsh of Peabody, substituting the earlier formulation H.5471 before the House passed it to be engrossed on June 4th. The bill carries an emergency preamble — language conceding that any delay in permitting citizens to drink outside would constitute, in the Politburo’s own words, a defeat of public convenience.

Participation is strictly voluntary: local governing bodies must affirmatively opt in. Those that do may designate specific districts for open-container consumption and extend the operating hours of licensed establishments. No collective funds are expended; the administrative burden falls upon whatever municipal apparatus chooses to raise its hand.

The Commonwealth Soviet, whose licensing codes have historically treated a beer on the sidewalk as a matter requiring careful deliberation, has now declared that deliberation an emergency.
